What Level Do You Actually Need
Germany measures German ability using the CEFR, a six-level scale from A1 to C2 developed by the Council of Europe. Immigration authorities, universities, employers, and the naturalization office all reference this same scale, but each one sets its own minimum depending on your goal. Work in Germany
B1, B2 preferred by most employers. Certificates: Goethe-Zertifikat, telc, ÖSD.
Study in Germany
B2 to C1 for German-taught programs. Certificates: TestDaF, DSH-2, Goethe C1/C2, telc C1 Hochschule.
Nursing recognition
B2, tested through the Fachsprachprüfung. Certificate: telc B2 Pflege.
Understanding the CEFR Scale
The CEFR groups German ability into three bands. Each level describes what you can actually do with the language, not a fixed set of grammar or vocabulary.
A1 – A2

A certificate is what counts as proof, not course attendance alone. Recognized providers, including telc, the TestDaF-Institut, ÖSD, and the Goethe-Institut, issue the certificates that BAMF, universities, and employers in Germany accept. A course prepares you for the exam. The exam result is the actual document you submit.
Two Requirements People Often Get Wrong
The Chancenkarte (Opportunity Card)
Germany’s points-based visa for jobseekers. Its language floor is lower than most applicants expect: German A1 or English B2 is the mandatory minimum. Most people who actually secure a job through it hold a stronger German level, since it also earns points under the card’s scoring system.
Permanent Residence (Niederlassungserlaubnis)
